article 2 defines class 1 events. it is inked out completely. article 3 defines class 2. also inked out.
article 4, class 3, survives: "standing figures" — figures present on tape whose identity cannot be determined; figures that remain motionless for extended periods; cases where footage from attempted close approach is found missing.
article 5: if witness testimony and the tape disagree, the tape takes precedence. someone underlined that line by hand.
